There are really, what is known in the tire business and racing business as an out of round tire. Typically, to the average car driver, it is the fault of the manufacturer and their moulding process. I had a defective Toyo tire back in 1976 which was bald on one third of the tire and had full tread on the other two thirds. It was replaced under warranty. When I worked in the garage (1968 - 1969) we had several out of round tires mounted on steel, not cast aluminum, wheels. I remember one such tire was mounted on a junk yard wheel. What is crazy is that in is these cases, not the Toyo, the wheel was hopping all over the place and driver never noticed it.

In the racing business, tires are checked for roundness and "shaven" down to be as perfect as possible. Before you put this another Topic out about out of round brake shoes (drum brakes), the same applies in racing. The shoes are rounded to perfectly match the drum's circumference. That said, almost all new race cars have disc brakes, so it may only apply to dirt track racing.
